Pemco was founded in 1949 by Robert J. Handy, a Seattle journalism and math teacher. He had at first envisioned insuring teachers, who were members of the Seattle Teachers Credit Union which he founded in 1939 (it later became the School Employees Credit Union of Washington). He wanted to “create a financial institution with a heart.” Handy was also working for an insurance agency, which enabled him to sell auto insurance to educators who came to the credit union to secure car loans.

Founded in 1988 in Quincy, Massachusetts, Arbella took over Kemper Group’s Massachusetts auto insurance business, which was then-troubled. Arbella’s founders worked to strengthen their partnership with independent agents. Arbella is a mutual company owned by its policyholders and prides itself on excellent customer service. In 2004, Arbella formed the Arbella Insurance Foundation to support not-for-profit organizations that have a positive impact on the communities Arbella serves, donating more than $13 million to 960 different charities.
